For venue owners, this change is actually a positive because it consolidates your key licensing relationships under one agency.
What stays the same: The core rules have not changed. You still need an active on-premises Alcohol License, a Games of Skill License ($300/year), and a Games of Skill Endorsement ($500/year). The maximum remains 5 machines per location. The 10% revenue tax still applies, with monthly returns due by the 20th. Players must be 18 or older with government-issued ID checked at entry and at cash-out. Establishments must maintain security cameras with 30-day recording covering gaming areas. Machines must be from DC-approved manufacturers and registered with OLG. The full legal framework under D.C. Code Title 36 remains intact.
Action items for existing operators: If you already hold a Games of Skill License, your license transitions automatically under ABCA's authority. No additional application is needed for the transition itself. However, renewals and new applications now go through ABCA. Make sure your license renewal dates are up to date and that your ABCA contact information is current.
